SIAHA was formed as a result of participation in the Out of the Cold program. After a number of years of seeing the same individuals using these services we became concerned that although Out of the Cold addresses the immediate needs of overnight guests it doesn’t change the circumstances of these individuals in the long-term. We began to ask the question, “How can we move beyond a charity model of assistance and work toward a justice model?"
